This tube would work on the same principle that causes the earth’s atmosphere to be sucked off by the vacuum of space (which is irregardless of whether or not there is a “tube”). Except that gravity intervenes and that doesn’t happen. That is also why a power source is required for a space elevator. The saddest part of this is that a Governor is not educated enough to comprehend the simplest and obvious notions of physics to reject this silliness outright. Of course, that same Govenor thinks no one will notice the toxic wastes…
